Münster, January 2025 – The Volt council group makes it clear: no car parking spaces will be lost on Hansaring! The motion currently tabled in the APDOSO (Committee for Personnel, Digitalisation, Organisation, Security and Public Order) merely aims to give the existing layout legal effect under traffic law as well. At present, vehicles on Hansaring are not parked in accordance with the rules or in designated parking spaces, but on the carriageway – and therefore illegally.
Volt is calling for the rule-compliant arrangements already provided for in the planning of Hansaring to be enforced.
Why does this matter?
Illegally parked vehicles severely obstruct moving traffic:
– They slow down motor traffic.
– They delay public transport.
– They obstruct emergency vehicles and the fire brigade on emergency call-outs.
In addition, illegally parked vehicles regularly block the cycle path, which is already too narrow, putting cyclists at risk.
Alternatives are available
Volt stresses that parking in line with the rules is not only necessary, but already possible thanks to existing alternatives. The subsidised underground car park at Hafenmarkt provides an affordable and central solution with sufficient parking spaces. These spaces can be rented, freeing up the road space on Hansaring for moving traffic again.
No fundamental right to free parking
Volt recognises that people may depend on a car and are free to choose to own a vehicle. However, there is no fundamental right to free parking in public spaces. To ensure fair and safe use of road space, alternatives such as the underground car park must be used.
The Volt council group stands for clear and sustainable transport planning that guarantees safety and mobility for all road users.
